Summary

Turkey, Pakistan, and Saudi Arabia have activated the Mecca Joint Defense Agreement, signed in August 2026, for the first time in response to escalating Houthi attacks on Saudi Arabia. Pakistan has deployed additional military forces to Saudi Arabia without parliamentary approval, building on approximately 8,000 troops already stationed there under a 2025 bilateral agreement. Turkey is evaluating defensive support including air defense and electronic warfare, with its foreign minister ruling out offensive operations. The pact treats armed aggression against any member as aggression against all three. The Houthis claim to have struck King Khalid International Airport in Riyadh and an Aramco refinery in Rabigh, which Saudi Arabia has not verified. Saudi-backed Yemeni government forces have launched a large-scale offensive with support from a Saudi-led coalition using 100 combat aircraft. Pakistan's deployment bypasses its 2015 parliamentary decision to remain neutral in Yemen's conflict and reflects the military's expanded influence over foreign policy under Field Marshal Asim Munir. Analysts warn that foreign military presence in Yemen could fuel Houthi recruitment.
