Nepal Earthquake and Flood Recovery

Summary

Nepal is facing challenges in long-term recovery and risk-reduction strategies following the 2015 earthquake and recent floods, with a focus on protecting livelihoods, rights, and climate justice. The destruction of villages, infrastructure, and economic hubs raises major reconstruction challenges, and the Rapid Disaster Needs Assessment highlights the need for connected services and access. Integrated settlements and relocation may reduce exposure to hazards but do not address economic precarity and inequality. Beneficiary identification and verification are challenges, and a one-size-fits-all recovery approach is unlikely to succeed. Local capacity and aspirations, as well as the preferences and priorities of municipalities, should be considered in reconstruction plans. Affected Indigenous Peoples and local communities must be treated as political entities with the capacity to lead assessment and craft policy. The disastrous consequences of ad hoc, river-centric development in the Himalayas cannot be clearer, and there should be a systems-wide rethink of settlement and development patterns.
